If you haven't subscribed to Virtual Card or activated a physical card by then, your pages go offline until you do — nothing is ever deleted, and everything comes back the moment you subscribe. Accounts created before this policy started are unaffected and stay free.
That's the card's hardware lifespan, not a software limit — the NFC chip and printed finish are only rated to hold up reliably for about 3 years of regular use. A Card Replacement gets you a fresh physical card; your existing subscription and page are untouched either way.
